With the stagnation of the Doha Round of multilateral talks, trade liberalisation is increasingly undertaken through free trade agreements. Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening. Even during the on-going economic crisis the overriding mantra has been that the EU's future well-being depends on its ability to compete in global markets. The increasingly neoliberal orientation of EU trade policy has also had important consequences for its economic diplomacy with the developing economies of the African, Caribbean and Pacific group of states.

‘Ricardo’s Gauntlet’ advances a critique of the mainstream economic case for international free trade. While the core of the case for free trade is David Ricardo’s principle of comparative advantage, the book argues that this case relies on a cluster of interconnected and mutually enforcing ‘economic fictions’ – economic theories or doctrines that pretend to be fact but which upon examination turn out to be mirages. Exposing the layers of fictions nested in the subfields of mainstream economies empties comparative advantage of its persuasiveness, bringing down the case for free trade. This book is not, however, confined to dealing with esoteric puzzles within economic theory. Rather, it takes a social theoretical perspective and grapples with comparative advantage and its associated economic fictions as ideas that ground an argument with social currency, social validity and social effects. While ‘Ricardo’s Gauntlet’ engages in economic debates, it does so with the purpose of demonstrating the fragility of mainstream economic ideology and the flaw at the heart of its justification of free trade. Proposing a novel disaggregation of the case for free trade into its component fictions – and drawing on and uniting heterodox and radical strands including social theory and political philosophy – ‘Ricardo’s Gauntlet’ reveals that the case for free trade fails precisely on its own terms. This failure unnecessarily and dangerously limits our understanding of what is right and wrong, with high sociopolitical stakes.

For much of the post-World War II period, the increasing globalization of the U.S. economy was welcomed by policymakers and by the American people. Before markets opened in 1978, China was an impoverished planned economy governed by a Maoist bureaucracy. In just three decades it evolved into the world's second-largest economy and is today guided by highly entrepreneurial bureaucrats. In How China Escaped the Poverty Trap, Yuen Yuen Ang explains this astonishing metamorphosis. Rather than insist that either strong institutions of good governance foster markets or that growth enables good governance, Ang lays out a new, dynamic framework for understanding development broadly. Successful development, she contends, is a coevolutionary process in which markets and governments mutually adapt. By mapping this coevolution, Ang reveals a startling conclusion: poor and weak countries can escape the poverty trap by first harnessing weak institutions—features that defy norms of good governance—to build markets. Further, she stresses that adaptive processes, though essential for development, do not automatically occur. Highlighting three universal roadblocks to adaptation, Ang identifies how Chinese reformers crafted enabling conditions for effective improvisation.
