In the past few decades, and across disparate geographical contexts, states have adopted policies and initiatives aimed at institutionalizing relationships with |their| diasporas. These practices, which range from creating new ministries to granting dual citizenship, are aimed at integrating diasporas as part of a larger |global| nation that is connected to, and has claims on the institutional structures of the home state. Although links, both formal and informal, between diasporas and their presumptive homelands have existed in the past, the recent developments constitute a far more widespread and qualitatively different phenomenon. In this book, Latha Varadarajan theorizes this novel and largely overlooked trend by introducing the concept of the |domestic abroad.| Varadarajan demonstrates that the remapping of the imagined boundaries of the nation, the visible surface of the phenomenon, is intrinsically connected to the political-economic transformation of the state that is typically characterized as |neoliberalism.| The domestic abroad must therefore be understood as the product of two simultaneous, on-going processes: the diasporic re-imagining of the nation and the neoliberal restructuring of the state. The argument unfolds through a historically nuanced study of the production of the domestic abroad in India. The book traces the complex history and explains the political logic of the remarkable transition from the Indian state's guarded indifference toward its diaspora in the period after independence, to its current celebrations of the |global Indian nation.| In doing so, The Domestic Abroad reveals the manner in which the boundaries of the nation and the extent of the authority of the state, in India and elsewhere, are dynamically shaped by the development of capitalist social relations on both global and national scales.

It also attempts to establish criteria for assessing norm emergence, and to assess the process of norm development by comparing what actually happens at the multilateral level. If norm-making on small arms and related multilateral negotiations have mostly dealt with ‘illicit arms’, and most of the norms examined here fall on the arms supplier side of the arms equation, the author argues that the creation of international norms and the setting of widely agreed standards amongst states on all aspects of the demand for, availability, and spread of both legal and illegal small arms and light weapons must become central to the multilateral coordination of policy responses in order to tackle the growing violence associated with small arms availability. Small Arms and Security will be of interest to researchers and professionals in the fields of peace and conflict studies, global governance, international security and disarmament.

Good strategic assessment does not guarantee success in international relations, but bad strategic assessment dramatically increases the risk of disastrous failure. The most glaring example of this reality is playing out in Iraq today. But what explains why states and their leaders are sometimes so good at strategic assessment--and why they are sometimes so bad at it? Part of the explanation has to do with a state's civil-military relations. In Shaping Strategy, Risa Brooks develops a novel theory of how states' civil-military relations affect strategic assessment during international conflicts. And her conclusions have broad practical importance: to anticipate when states are prone to strategic failure abroad, we must look at how civil-military relations affect the analysis of those strategies at home. Drawing insights from both international relations and comparative politics, Shaping Strategy shows that good strategic assessment depends on civil-military relations that encourage an easy exchange of information and a rigorous analysis of a state's own relative capabilities and strategic environment. Among the diverse case studies the book illuminates, Brooks explains why strategic assessment in Egypt was so poor under Gamal Abdel Nasser prior to the 1967 Arab-Israeli war and why it improved under Anwar Sadat. The book also offers a new perspective on the devastating failure of U.S. planning for the second Iraq war. Brooks argues that this failure, far from being unique, is an example of an assessment pathology to which states commonly succumb.
